Pastor Richard has engaged in cross-cultural communication within his congregation, throughout the City of Providence and across the globe. He graduated from Zion Bible College in 1986, now known as Northpoint Bible College, and from Gordon Conwell Theological Seminary in May of 2007 with a Master of Arts in Urban Ministry. His heart for missions has taken him to Romania, El Salvador, Colombia, Dominican Republic, Amsterdam, Zimbabwe, Ghana, Nigeria, Sierra Leone, Liberia, Kenya, Rwanda, and Burundi, where he has conducted teaching seminars to pastors and leaders. He also has a heart to assist believers in visiting the land of Israel. Since 2005, Pastor Richard has been the Presbyter of the Rhode Island Section of the Southern New England Ministry Network of the Assemblies of God.
As Co-Pastor of Victory Church, Rev. Lisa J. Sfameni is an ordained minister with the Assemblies of God. She is an anointed worship leader, speaker and singer. She also graduated from Zion Bible College in 1986. For 32 years, she has ministered alongside her husband. Pastor Lisa travels and ministers at retreats, conferences, and church services. She has traveled for ministry to Kenya, Burundi, and Liberia with her husband. In 2012, Lisa founded the Women of Judah Conference hosted yearly at Victory Church. She also founded Judah Conference Liberia in 2022 held in Monrovia, Liberia. Lisa has recorded three gospel music CDs and a Christmas CD. Richard and Lisa have two adult children, Philip and Hannah, as well as two beautiful grandchildren, Kaia and Ezra.
The story of our church began over 33 years ago in a small storefront located on Branch Avenue in Providence, Rhode Island, where a small group of devout believers met with a heart for God and the City of Providence. Through outreach in the local communities and meeting together faithfully every week, Victory grew and moved to a new building located on Admiral Street, where the church continued to experience revival as they prayed for their city and showed the love of Jesus to those who attended the church. Victory continued to grow and moved again in 2003 to our present building located on Veazie Street. Through the hard work and prayers of the members, an old jewelry factory became a place of worship for all nations for people to come and experience the Presence of God, and to this day remains a safe place for people to come as they are and experience God’s love and grace no matter their background.
Victory continues to grow and have an impact both locally and globally through weekly services, dynamic Life Groups, weekly outreaches in our city, and supporting missionaries all over the world. No matter your age, Victory has something for all ages starting from birth!
We are a family that loves people and loves growth. Our Pastoral staff has a passion for the Word of God and a heart for coming alongside people to walk with them through life. Life is not easy, but there is a promise from Jesus that He is with us always. We love our church, we love our city, and we love Jesus! If you are looking for a church, you are welcome to visit anytime!

The vision of Victory is to REACH the lost, RESTORE the broken, and REVIVE the believer.
Victory Church exists to expand the Kingdom of God at the local level in the City of Providence and surrounding areas, by creating a place for people to experience and encounter the love of Jesus through music, relevant messages and dynamic Life Groups. The expansion of the Kingdom of God continues at a global level through the support of missionaries throughout our nation and around the world as they spread the Gospel to all people groups. The church is not a building – it is the people, and by going into the city to meet people where they are, running a soup kitchen from our Cafe, and continually looking for how we can help our community in practical ways, we hope to win our city to Jesus so people can experience true freedom from the troubles of this world.
The God we serve is a redeeming God, and the stories of redemption of the people at Victory will not only encourage you, they will help you to see that no matter what has happened in your past, there is a place where you can experience freedom, healing and deliverance and we invite you to come visit us. We can’t wait to meet you and maybe one day hear your story!
